EMERGENCY RESPONSE COMMUNICATIONS
There are
many aspects for adequate emergency
preparations.
The
following details only one aspect: Emergency Communications.
GOAL: Know the wellbeing of Church
members, neighbors and friends
during
an emergency and report anyone in distress. Coverage AREA
1) Website
Anyone
can report their wellbeing on the Emergency Website.
2) Cell
Phone, Email, Internet
Utilize your phone (cell or landline), email or
Internet whenever possible.
Studies
have shown that in 80% of all emergencies texting with cell phones will
work
while voice
communication usually doesn’t. The Emergency Website is
similar to texting.
3) Emergency Radio*
Report by Emergency Radio* anyone
in distress
when no other communications are
available.
Thousand
Oaks Emergency frequency is: 146.580MHz Simplex.
Moorpark, Santa Rosa
Valley use: 445.000MHz, with CTSS
at 77.0
There are some exceptions in Thousand Oaks.
*Transmitting
on an Emergency Radio is
restricted to licensed operators except if life or
property are in danger.
A popular Emergency Radio is the Baofeng UV-5R, UV5RA or BF-F8HP
Dual Band radio. About $30.

Emergency Radio Operators practice every
Wednesday and 1st Sunday of the month at 7PM.
4) Neighbor Groups
Under the direction of local Church (Ward)
Leaders organize enough
Neighbor Groups so that the wellbeing of Church members,
neighbors or
friends can be assessed during an emergency.

5) EMERGENCY PROCEDURES
An emergency is anything
out of the ordinary in our community.
Emergency Radio Operators
should listen for instructions
on their Radio
AFTER they and their loved ones are safe and out of harm’s
way.
If someone is talking AND you have
an emergency:
Transmit: “BREAK BREAK” during a pause
Wait for Control to acknowledge you, then state the emergency.
If no one is talking AND you have
an emergency:
Transmit: “(Your Call or Tactical Sign)
Emergency”
Wait for Control to acknowledge you, then state the emergency.
Otherwise listen periodically in case your help is needed.
Take care of your personal needs and those of loved ones
first! After
you and your loved ones are safe and out of harm’s way consider
helping
others. ALL communication
should go through the Control Operator,
be concise in your descriptions and avoid lengthy transmissions.
The Control Operator would apprise Church leaders and communicate
with Region 2
ACS and ARES and emergency groups outside our area
who are in contact with First Responders. We also established a link to the
ERC Headquarters which operates from Salt Lake City and connects to most
states throughout the country every Tuesday evening Pacific
Times.
